Principal Accountabilities

&#8226;	Advise on the needs (material, training and skills) required under implementation plan including establishment of SOPs for HNP on SGBV/Domestic Violence, based on international best practices;
&#8226;	Assist in the development of management oversight measures to monitor adherence to implementation plan and SOPs by all HNP members;
&#8226;	Advise on training needs, and assist in identification of training programs that address HNP s needs to build capacity to respond to SGBV/Domestic Violence.
&#8226;	Provide useful advice to the Head of Office of Feminine Affairs in liaising with other HNP/GOH entities (i.e. BPM) the international community and civil society groups working with victims of SGBV/Domestic violence.

Description du poste:

A.	General Logistics Management Responsibilities
- Undertake authorized purchases of project items as per Tetra Tech (Tt) DPK and USAID procurement policies and procedures; 
- Ensure items and equipment are stored securely and transported promptly and safely to project areas;
- Accurately maintain the supplier database;
- Keep stock cards and inventory records up to date and facilitate regular stock counts;
- Define office space utilization and planning;
- Define office improvements and obtain services for same;
- Manage and oversee security services;
- Manage office custodial services;
- Obtain quotes for vehicle purchases and other procurement as requested by the COP;
- Assist with customs formalities for importation of office equipment, vehicles, etc;
- Assist project staff with immigration formalities;
- Work with Components Leaders and staff to ensure close integration of logistics planning in field operations;
- Provide inputs  and review the logistical aspects of reports, proposals and other technical documents produced by the project;
- Initiate  project inventories and other similar activities;
- Establish and maintain good contacts with suppliers, Government offices, and other NGOs with regards to logistical matters;
- Support and build the capacity of partner organizations in the area of logistics systems as required; 
- Assist in the establishment of the field offices at the project set up phase and as needed;

- Conduct , when needed, surveys of specific product costs and check availability of goods and resources related to project implementation;

B.	Specific Logistics and Transport Responsibilities
- Manage vehicles use and supervise drivers; 
- Lead the process of requesting/purchasing and facilitating tax free import/purchase of cars and motorcycles according to required specifications; 
- Ensure that registration and insurance for PROJUSTICE vehicles are realized on time;
- Manage the PROJUSTICE car fleet and motorcycles so that the use of vehicles is coordinated efficiently in accordance with organizational priorities and in line with Tt DPK transport policy; 
- Ensure that vehicle log books for all modes of transport are kept accurately and updated by drivers;
- Check vehicle running costs (by examining log books) on a monthly basis;
- Ensure that cars and motorcycles are regularly maintained, serviced and repaired promptly and that transport policy is followed; 
- Keep project staff informed on the security situation, share information on the condition of roads and waterways and apply this knowledge in planning trips. 

C.	Communications and Security
- Be familiar with and train staff in the use of the Emergency Action Plan and Evacuation procedures;
- Carry out emergency procedures as necessary;

Management Quality

Security
1.	Serve as the Field Office security officer and represent CRS in any coordination forums focused on security.
2.	Support the updating and, as appropriate, the modification of existing/development of new security documentation and guidance &#8211; working in close coordination with the national level security officer.    

Coordination and Representation 
1.	Ensure CRS&#8217; regular and active participation in any Les Cayes based coordination forums. 
2.	Collaborate and maintain good relationships with government and non government agencies for effective program implementation and resource use, as well as general information-sharing.
3.	Maintain strong communication links with all CP offices as means of promoting the best use of material and financial resources, as well existing staff experience across the country program.   
4.	Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.

RESPONSIBILITIES

1. Provide technical leadership and coordination of all aspects of Plan Haiti&#8217;s Promotion of Gender equality including Prevention of Gender-Based Violence program in all program areas, ensuring that targets are met and that the program is in line with Plan&#8217;s child-centered, rights-based approach. This includes technical leadership and coordination of the following program interventions:  
Conducting assessments and the collection, analysis and documentation of information relating to GBV issues in Haiti and the capacity of local community protection mechanisms and partners to respond to this issue
Support for the strengthening of the local referral systems for attention to women and girls who are victims of GBV. 
Ensuring that the preparation of community-based disaster preparedness planning includes planning for the prevention of and attention to GBV against children, adolescents and youth in post-disaster situations
Development of messages and information campaigns to inform communities of available support services
Together with the Policy, Strategy and Advocacy Department, the development and coordination of advocacy initiatives on GBV, in partnership with Plan&#8217;s youth media, private sectors and civil society. An area of particular importance will be advocacy and technical support for the review of national standards, policies and laws on GBV and the strengthening of protection mechanisms


2. Guarantee the program management of Plan Haiti&#8217;s Prevention of Gender-Based Violence program in all program areas. This includes: 
Mapping, identification and coordination of service providers and implementing partners 
Development of an implementation plan for each PU for the Prevention of GBV project, through a participatory process involving the Plan Haiti team and partners.
Assessment of the capacity gaps of Plan and partner staff; conduct trainings and capacity building activities as appropriate 
Coordination of baseline surveys and evaluations around knowledge, attitudes and practices with respect to GBV, in order to plan and evaluate Plan&#8217;s interventions in this area. 
Ensuring a monitoring and evaluation system is in place which measures project results and informs ongoing program design
Undertaking regular supervisory visits to field sites to monitor and support programme implementation

Co-financed by Plan International UK/Haiti and the Delegation of the European Commission in Haiti the project aims at strengthening the protective framework for vulnerable children in the North-east over the next three years. 

The Child Protection Coordinator will be primarily responsible for the achievement of the following three results: 

1.	Vulnerable children in the North-East benefit from a child protection framework that facilitates their access to adequate services; 
2.	Children and youth networks Northeast mobilize for the protection of the most vulnerable children and engage local and regional decision makers about their rights; 
3.	The ability of state and non-state Northeast to meet the needs of vulnerable children is strenghtened.

He/she will ensure that all aspects of the Program are executed in accordance with expectations, rules and regulations of the donor (EC), Plan&#8217;s Child Centered Community Development approach and with best practices in the sector of child protection. 

He/she will ensure that productive, harmonious and supportive relations are maintained with the partner, state and non-state actors operating in the field of child protection in the North-east and at national level in Haiti. 

Key Areas of Responsibility 

Project Management 

&#8226;	Ensure the timely and effective realisation of preparatory and programme activities in coordination with the partners and in a participatory way, including all project stakeholders and compliance with the donor contract; 

&#8226;	Manage and supervise relationships with Plan-funded formal partner, informal partners (coordination with other child protection agencies in the North-East), contractors and consultants;

&#8226;	Manage the project budget and expenditure ensuring that all complies with the rules and regulation of the donor and Plan&#8217;s internal standards;

&#8226;	Liaise on a daily, weekly and monthly basis with the partner and Plan Haiti colleagues in the across Haiti to guarantee the smooth running of the programme.

Project Monitoring and Evaluation

&#8226;	Ensure clear plans in place for monitoring and evaluating project activities in relation to the objectives; Facilitate participatory M&amp;E tools and mechanisms at the level of the partner and all structures put in place by the project, especially the children&#8217;s clubs.

&#8226;	Ensure regular monitoring and evaluating of all project activities and that lessons learnt are documented shared and capitalized on. Ensure consistency in data collection and impact indicators from the baseline to the mid-term and final evaluations, ensuring that learning from research and practice are factored in re-defining the approach and planning of the programme 9with all actors involved)

Coordination

&#8226;	Liaison, negotiation and building of alliances and partnerships with governmental bodies (MAST/IBESR/ BPM) and other agencies involved in child protection, together with the Child protection Advisor based in Plan Haiti, central level; This is a key aspect of the role, that is supporting all actors involved in prevention and service delivery for at-risk children coordinate their actions in the North-East and contribute effectively to the child protection networks set up by the project.

&#8226;	Work in synergy with other sectors (Plan-funded initiatives especially) in the North-East notably youth participation, sexual and reproductive health and disaster risk reduction. 

Technical skills in child protection 

&#8226;	Able to deliver training and capacity building on child protection in line with nationally defined strategy and other national/ relevant NGO protocols; experience of identification of vulnerable children, referral pathways, coordination with other service delivery actors;  case management/ social work and community based child protections systems; 

&#8226;	Participatory approach and mindset; working with Haitian partner, government and community groups in an empowering way

Principales responsabilit&#233;s
 
Sous la supervision des officiers M&amp;E r&#233;gionaux et du DME MYAP le candidat retenu sera  responsable de: 

1. G&#233;rer et administrer la base de donn&#233;es du MIS pour toutes les activit&#233;s de MYAP 
a)	Assurer la saisie des donn&#233;es, la gestion et le traitement des  donn&#233;es du MYAP;
