Job Description:
The Retrofit Lead Coordinator is responsible for the technical development, implementation and monitoring of household level retrofit projects for Habitat for Humanity Haiti, in the community of Simon Pele, Port-au-Prince.
Reporting to the Project Manager and in partnership with the Habitat Haiti project team (Project Manager, Community Development Coordinators, Contractors, Technical Staff, Procurement, Logistics), the Retrofit Lead Coordinator will:
•Assist in the identification and development of technical options to maximize the positive impact of retrofit projects
• Develop household retrofit project documentation as per donor specifications for approval, including, but not limited to: project overview, technical drawings, BOQs, social impact, intervention budgets, visual documentation, implementation Gantt charts
• With management, identify the most appropriate implementation method, in-house; community contract or external contractor
• Participate from a technical perspective the review and evaluation of contractor proposals, budgets, capacity and work plans
•Write technical proposals and develop drawings in AutoCAD.
• Establish and manage all operational details related to the implementation of retrofit projects, ensuring that human and physical resources are in place to facilitate effective implementation
• Track and hold accountable in-house implementation teams, community contractors and external contractors to budget, quality control, deadlines
•Ensure that the most efficient and effective retrofit contractors are incentivized to deliver quality housing solutions
• Ensure quality control monitoring as per health and safety; material specifications; technical guidelines; environmental impact
• Review, evaluate and make recommendations for new technical budget documents and additional work, deductive and complementary new deadlines and extensions provided by the in-house teams / contractors
• Prepare a weekly report on current activities and submit them to the project manager with recommendations to address any variances
• Ensure good coordination / agreement with the municipality, BMPAD, MTPTC and Community Council in the implementation of household retrofit works
• Participate in discussions for the implementation of other activities related to structural / civil engineering and retrofits in the project BMPAD Simon Pele
• Ensure that all project documentation is stored (physically and electronically) in the appropriate office location; liaising with the data collection unit
•Make any other related duties as assigned by the Habitat Haiti management team
• The suitable candidate for this position will have a technical structural engineering background and extensive experience in selecting, managing and holding commercial contractors to budget / timelines for significant retrofit projects and also having technical proposal writing skills. The candidate will also be detail orientated; able to manage multiple projects at the same time; manage a team of implementing contractors; foster a working relationship with local communities; and able to manage problems and challenges as they occur.
Job Qualifications:
The selected candidate will have:
*Bachelor's degree in structural/civil engineering, architecture, or construction management
*5+ years of experience leading structural repair/retrofit efforts and teams including construction cost analysis, especially in seismic regions
*Fluency in English
*Ability and willingness to travel throughout Haiti up to 70%
*Previous experience working for an NGO/non-profit
PREFERRED:
*French and/or Haitian Creole language skills
*Master’s degree in related field
*Previous post-earthquake repair and retro-fitting experience
*Project scheduling experience
*Experience working with low-income housing
