Job Description:

Position purpose

The Chief of Party (COP) provides strategic leadership and managerial oversight of the administrative, programmatic, technical, and operational aspects of the Project. S/he oversees the day-to-day work of the project and is responsible for the effective use and deployment of staff and financial resources to achieve project targets. The COP is accountable for all aspects of the Project’s effective management, including financial and budgetary oversight, timely implementation of activities, and stakeholder relationship management. The COP prominently positions Pathfinder as a leader in global health technical areas and as a successful partner in the development and cost effective implementation of donor-funded programs. S/he is responsible for developing and maintaining relationships with USAID and other donors, Government agencies, and other programs operating in Haiti.
Key Responsibilities

 Provide overall technical and management oversight, with accountability for project deliverables and results, including (1) vision and technical strategy; (2) project management and implementation; (3) documentation and communication; (4) management of partner, client(s) and stakeholder(s) relationships; and (5) coordination with other Pathfinder projects. Serve as Pathfinder’s primary liaison to USAID/Haiti and maintain communication between all relevant stakeholders, including USAID, the MOH, other donors, NGOs, and local partners.
 Ensure that the project activities are supported and implemented to achieve project milestones and contractual obligations.
 With team, facilitate ongoing communication with the leadership of MSPP management (including the Minister, DG, and their respective cabinets).
 Ensure that technical assistance and expertise provided under the contract is timely, responsive, and of high quality.
 Engage MOH officials across divisions to define their role in planning and encourage full participation in policy planning and development processes.
 Oversee the senior advisory team’s provision of technical support to the GOH and other entities as needed.
Strategy
 Utilize a participatory approach to developing and updating the Country strategic plan, ensuring that programmatic directions are technically sound, evidence-based and consistent with Pathfinder’s country priorities.
 Ensure local organizations are developed and strengthened to become successful, sustainable bodies to promote RH/FP in their respective communities and countries.
Program Management
 Directs the successful programmatic, technical and financial implementation of the country’s programs and awards including the timely completion of high quality reports, work plans, performance objectives and other mandated deliverables.
 Undertake travel within the Country as necessary for the development of new projects and monitoring of ongoing Program activities.
 Partner successfully with PI’s Program Director and Headquarters financial, technical, and program operations backstop officers by providing accurate and timely reporting and updates on the Program progress and difficulties.
 Contribute to other country programsadvise on technical assistance, ensuring for cross country collaboration and fertilization.
 Serve on the Country Representative Council.
 Promote and enable in-country staff to travel and assist other countries in service to professional growth and development as well as organizational capacity building.
 Oversee all subaward relationships to ensure that subawardees are accomplishing programmatic objectives and that both PI and the subawardees comply with applicable rules and policies.
 Contribute to the documentation of technical components of materials and Program achevements for communications materials such as annual reports, brochures, and website updates.
 Monitor the country program progress and achievements vis a vis the goals and objectives utilizing tools and methods developed by Pathfinder and in alignment with donor requirements
Organizational Representation
 Serve as the primary representative for Pathfinder International on all matters related to the Country Program. Meet regularly with donors, partners, local Government agencies, and other key stakeholders to share progress, accomplishments, and challenges.
 Be a vigilent voice for justice for reproductive rights and health and work strategically to incorporate into our implementing partners integrity and committment to relevant parties both within country and Pathfinder. Work to remove policy impedements in reprodiuctive health and rights and to foster and forge improvements.
 Develop country strategies that are consistent with Pathfinder’s strategic plan; create a timeline to implement strategy; contribute to organizational strategic goals and continuously evaluate country level progress for achieving organizational strategic goals.
 Provide periodic updates to the Pathfinder staff worldwide on the progress made, technical direction, approaches, challenges, successes, and lessons learned in managing the country Program.
 In all matters, develop and foster a strong partner relationship with Head Quarters to build a unified organization working in concert to achieve organizational goals.
Administration
 Oversee the implementation of administrative and financial operations of the Program, ensuring compliance and ethical standards, corporate philosophy, local laws and with Pathfinder International’s policy and contract provisions.
 Develop management policies and procedures to ensure efficiency, quality, and all resources are in place, adhered to, and in compliance with local laws, donor rules and regulations.
 Ensure that the organization’s resources and assets are protected and ensure that they are used efficiently in furtherance of PI mission and programs.
Human Resources Management
 Build a culture and a work environment where every employee regardless of role/title feels s/he contributes to the larger purpose of reproductive health and rights.
 Build a high performing team focusing resources on employee retention, professional development, organizational culture and staff morale.
 Acquire top talent and clarify roles and responsibilities to support an effective organization and optimize staff performance.
 Directly supervise staff technical and operations staff.
Financial Management
 Develop and prepare the budget and manage expenses within approved budget.
 Maintain all internal controls and ensure that the controls are operating effectively.
Report on financial results. Approve the monthly operating report.

Job Qualifications:

Basic Requirements

 Proven track record for achieving expected results on USAID funded projects in developing countries. Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.
 Master’s degree in public health, social sciences or related field.
 Minimum of 5 years of experience managing mid-large scale donor funded Reproductive Health projects in developing and transitioning countries including operations and financial management experience in developing countries.
 Hands-on experience working effectively with local, regional and central-level government authorities.
 Excellent diplomatic, interpersonal and communication (written and verbal) skills.
 Proven ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U. S. Government Agencies.
 Demonstrated ability to manage, motivate, mentor and direct staff while creating a positive team environment.
 Ability to present results and products to USAID and other key stakeholders.
 Thorough understanding of financial management functions, including monitoring internal controls, budget development, analysis of financial documents, projections, expenditures and accruals.
 Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.
 Fluency in English and French.
 Ability to travel 35% in-county depending upon project needs with Occasional travel to the US Headquarters.

Preferred Qualifications

• Familiarity with the political, social, economic and cultural context of working in Haiti.
• Familiarity with Haiti laws governing local and International NGOs preferred.
• Additional language skills in Haitian Creole an asset.

Background: Pathfinder International seeks a Chief of Party (COP) for the USAID/Haiti health systems strengthening and service delivery project, Services de Santé de Qualité pour Haïti (SSQH). The overall purpose of the SSQH project is to improve the health status of the Haitian population, specifically in the areas of HIV and AIDS, family planning and reproductive health, and maternal and child mortality and nutrition. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels; (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery.
