Job Description:

POSITION SUMMARY:
To manage the implementation and coordination of WVHaiti´s health and nutrition programs including: planning, documentation, monitoring, evaluation, research, and training.

KEY RESPONSIBILITIES:

PROGRAM ASSESSMENT AND DESIGN
Plan and set up health/nutrition programs (e.g. Nutrition (CTC), Public Health, Health and nutrition promotion, SGBV programs) in coordination with programme officer, DME, and finance
Build links between the health/nutrition programs and other programs to maximize integration (e.g. WASH, livelihoods, education, peace-building)
Plan and coordinate health/nutrition assessments of existing and new project areas as needed in coordination with DME
Engage in developing the health/nutrition components of the strategy at the regional and national level
Engage with donors to access funding and develop proposals and budgets with the health and nutrition coordinators in close coordination with finance and the programme team

MANAGEMENT AND MONITORING.
Design materials to monitor and supervise health/nutrition staff
Supervise the health and nutrition coordinators, including regular appraisals in coordination with HR
Ensure that all projects are implemented in accordance with the agreed upon project timelines
Compile monthly progress and technical reports for donors and SMT
Establish and maintain World Vision and other best practice standards for health/nutrition programs
Ensure that project monitoring occurs and potential health/nutrition projects are identified
Conduct evaluations of all health/nutrition related projects in collaboration with DME
Promote local capacities for peace by periodic analysis of program impact on and potential for conflict between beneficiaries and non-beneficiaries, and adjust program accordingly in collaboration with PO and DME
Ensure that Gender and protection mainstreamed in all activities and within the community
Ensure standardization in all programs, timely purchase and transportation of goods to the project.

COORDINATION
Liaison and coordination with other NGOs working in similar operational areas
The same locations to ensure programme coherence and avoidance of service gaps and overlap
Maintain relationships with government, UN and partner agencies
Engage in health, nutrition and food security cluster activities

DOCUMENTATION
Ensure monthly statistical reports on nutrition/health program operations are compiled and written reports on each site's requirements are done
Ensure that project narrative and financial reports are completed and submitted to donors through the programming team
Compile potential gifts-in-kind lists and budgetary requirements

FINANCIAL MANAGEMENT
Collaborate with finance regarding development and management of project budgets and timely reporting
Ensure expenditures are within budget and in compliance with financial standards
Ensure that monthly cash projections are prepared and submitted to finance
Coordinate all purchases and requisitions with supply chain team

TRAINING
To assess, design and implement appropriate training programs to equip and upgrade knowledge and skills of health/nutrition staff
Capacity build health teams with reference to community processes. Mentor and train WV staff, and mentor and support the staff at partnering health centres.

Job Qualifications:

KNOWLEDGE, SKILLS AND ABILITIES:
REQUIRED: Experience
3-5 years large scale health care program management and nutrition experience, preferably in humanitarian relief responses
Experience in working in conflict situations and distance management

Critical Knowledge, Skills and Abilities
Excellent English and French communication skills (oral and written)
Strong interpersonal and negotiation skills
Strong capacity building and facilitation skills
Ability to travel to project areas for assessment, regular monitoring and evaluation
Knowledge of MS Office, Lotus Notes and statistical program (eg. EPInfo, SPSS, SMART Indicators)
Operational knowledge of World Vision and Sphere relief standards and of CTC programming
Understanding of interagency standards such as MISP, Mental Health Guidelines, Gender guidelines etc
Knowledge of and adherence to the Red Cross and NGO Code of Conduct
Understanding of donor requirements such as USAID, CIDA, ECHO, UNICEF
Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
Ability to work in and contribute to team building environment
Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.

PREFERRED: Fitness for Duty: Able to work and travel extensively in the country of assignment as well as internationally to attend various senior management and project meetings in country assignment(i.e. Haiti)
region and WV Partnership. Travel is an essential function of the position requiring sufficient physical fitness to undertake the rigors of working and traveling(i.e. by car, truck, air etc.) in a developing country as well as in the international arena.
