Job Description:
RTI is recruiting candidates for a value chain and enterprise development project in Haiti. The Local Enterprise and Value Enhancement (LEVE) project is seeking to stimulate job creation through the support of MSMEs and the value chains in which they operate in three sectors – agribusiness, apparel and textiles and construction. The project works in three economic development corridors – Cap Haitien, Saint-Marc, and Port-au-Prince.
Position Title: Construction Specialist – Workforce Development and Training
LEVE is applying a facilitation approach to building the competitiveness of the construction sector, by supporting the development of lead firms to expand and broaden their impact upon their respective value chains, including working with providers of training services to the sector. LEVE is undertaking a series of interventions, including the provision of specialized technical assistance to address production and quality constraints, training and upgrading of the workforce, provision of institutional capacity development and co-funding of innovative ideas and investments that can stimulate growth in the value chain and sector.
As part of the LEVE team, the Construction Specialist will work closely with the Construction Team Lead, supporting LEVE’s value chain activities in general, and paying particular attention to developing appropriate solutions to address the training needs of employees and small contractors of construction firms. The Specialist will encourage market-driven approaches to addressing these needs, linking technical, vocational and educational training providers (TVETS) to the firms requiring training and skills upgrading. For example: linking training and workforce service providers with construction job sites; assisting TVETs to adapt curriculum to meet the needs of the construction industry; training of trainers; and the development of systems to monitor the performance of training and workforce service providers
Job Qualifications:
Qualifications:
• Master’s degree in business, education, or a relevant field
• Good familiarity with the construction sector, including both large and small firms
• At least 5-7 years of experience providing assistance to the construction sector, either as an engineer, architect or quality control supervisor
• Experience developing and supporting training, internship, apprenticeship and on-the-job training programs in the construction sector
• Preference for candidates with experience supporting (or “working with”) a private firm’s human resources department, focused on training, orientation, and/or upgrading skills of employees
• Fluency in English, French and Haitian Creole
• Demonstrated understanding of Haitian context.
