Job Description:

HW continues is relentless advocacy efforts and it continually strives to grow in quantity and quality of these projects. The role of the Country Director is to 1) work alongside Haitian organizations and provide technical assistance and support. 2) With the involvement and support of HW’s development office identify, submit, and attain funding to further develop advocacy efforts in Haiti and the Caribbean, 3) Oversee the work of Housing Works’ staff and consultants in Haiti. While the Country Director will work independently, this person will also have the assistance of the office of the CEO, the HW Research Director, and the Director or Caribbean Advocacy. Additionally, the Country Director will engage with development of partners in Haiti and in the region to identify the overlaps between development projects and issues related to HIV/AIDS, LGBTQ, and drug policy and take advantage of possible "co-benefits."

Specific tasks under the direction of the Country Director include:
1. Work with and provide technical assistance and support to local Haitian organizations.
2. Continue working with current - and cultivate new - funding partners and other relevant stakeholders.
3. Identify research and programmatic needs and engage appropriate agencies with access to data.
4. Create innovative concept notes and submit new grants to current and new funding sources.
5. Manage and follow up on current funding possibilities and awarded projects.
6. Draft all project-related correspondence, updates, monthly reports, etc.
7. Attend relevant local and international meetings/conferences.
8. Represent Housing Works on committees and other local and regional structures
9. Maintain updated stakeholder database
10. Manage administration of global fund and key population grants under subcontracts under COIN
11. Administer Human rights observatory under contract with the organization of American States
12. Supervise deputy country director, data coordinator and advocacy staff
13. Ensure the development and implementation of appropriate organization and programmatic policy and procedures.
14. Maintain compliance with Housing Works’ registration as an organization doing business in Haiti

Job Qualifications:

Other functions that may be required with this position include:
The Country Director’s approach to projects will be to utilize evidenced based practices to develop engagement strategies, communications frameworks, and appropriate pilot interventions/projects. The Country Director should use current networks to support local organizations and scan for new funds, develop innovative projects, and submit for new funding. The contractor will provide technical expertise, collaboration and ongoing support to the HW staff for the duration of this contract.
• Bachelor’s degree required, Master’s preferred in Public Health or related field.
• Must be fluent in French, Haitian Creole, English, and Spanish
• Must be familiar with harm reduction and drug policy reform efforts.
• Must understand the Global Fund to fight HIV, TB and Malaria mechanisms and PEPFAR

Housing Works, a New York, US based not-for-profit is seeking a dedicated Country Director to develop, manage, and implement Haiti-based projects as well as initiatives that span the Caribbean region.
