Job Description:

OBJECTIVE OF THE POSITION

The Quality Assurance(QA) Coordinator is responsible for monitoring the quality of the implementation of the programs carried out by the sub-recipiendaries of the Global Fund. It will help to develop a risk matrix that will make it possible to segment the most at-risk sub-recipients and to prioritise supervision as a result. It will produce the most comprehensive and detailed integrated supervision reports to better inform PMU managers of monitoring and capacity-building schemes to develop.

MAIN ACTIVITIES

• Review the quality of the project's implementation plans and ensure that they address both protection, gender and human rights issues;
• Facilitate quality assurance mechanisms through the implementation of DM&E policies and protocols as well as the effective use of project tools and processes and ensure that they are of good quality quality and meet WV and Global Fund standards;
• Facilitate document review meetings and ensure that the various audit and verification recommendations are implemented;
• Plan, organize and monitor the various training workshops of the project;
• Develop with the RS, a quarterly business plan including:;
• The improvement of the accuracy of the data, the increase in the percentage of prompt, complete and accurate ratio above 90%.;
• Quality Assurance activities with RS and relevant partners;
• Capacity-building sessions to address weaknesses observed during previous visits.;
• Carryout supervision visits according to the schedule established or if necessary in the institutions supported by the Global Fund as part of TB/HIV projects.;
• Evaluate the supervision and reporting systems set up by the SR/ DDS at the level of their sub-RS/regional offices/institutions;
• Validate the quality and veracity of programmatic data;
• Perform any other duties assigned by their supervisor or project management.

Job Qualifications:

• Diplôme universitaire en statistique or Diplôme en santé publique, international development is an asset ;
• Preferably a Master in International Development with a good knowledge of WVI;
• Minimum 3 years of work experience for an international NGO at the level of the monitoring and evaluation director , design, preparation and review of surveys, collection and analysis of basic data and reporting;
• Ability to work under pressure and to respect short deadlines;
• Fluency in French and English(written and spoken) );
Skills, knowledge and experience:
• Very experienced in the management of information systems;
• Have a good computer skills;
• Excellent reporting and analysis capabilities ;
• Experience in database design and management including database design and graphical;
• Presenting, including one or more of the following programs: SPSS, Excel and Access;
• Experience in qualitative research ;
• Strong team work and partnership management skills;
• Animation of workshops, surveys and studies;
• Ability to work within tight deadlines;
• Strong IT skills ;
• Experience working with a variety of donors;
• Strong knowledge of quantitative and qualitative research methodologies, synthesis; of learning methodologies, presentation, review and evaluation, and report review skills
• Demonstrated field experience in collecting, manipulating, synthesizing and analyzing learning data
• Demonstrated ability touse project information to advance strategic objectives and provide data for decision-making.

WORK ENVIRONNEMENT
• The position requires the ability and willingness to make domestic and international trips up to_15% of the time.
