Job Description:

The QED Group (www.qedgroupllc.com) is seeking Haitian national and diaspora candidates for an anticipated USAID-funded Workforce Augmentation Program in Haiti. Project management staff, under an overall Chief of Party, will manage/administer a program that recruits, mobilizes, manages, supports and monitors a cadre of professional technical personnel fielded to the GOH (and USAID).

Job Qualifications:

Language ability in French and English required with Creole preferred, for all positions.

Deputy Chief of Party:

Supports the COP with oversight of day-to-day project activities and provides technical supervision to all technical staff. Serves as active project lead in COP’s absence. Oversees the Program Operations Team comprised of the Logistics and Administration Coordinator, Facilities Administration Officer, and finance, human resources, logistics, translation, and administrative support staff.

HR Director: Oversees human resources, including hiring and supporting staff. Ensures employment consistent with local labor law.

Recruitment Director: Leads recruiting of local candidates for short and long term advisor positions, from sourcing to offer stage, working closely with HR Director for advisor on boarding.

Finance Manager: Responsible for project accounting, financial management, and procurement. Ensures financial documents are in adherence to USAID financial guidelines. Manages project bank account(s). Prepares monthly financial reports.

Office Manager: Serves as field office administrations manager. Assists in establishing office policies and procedures. Perform facilities management for field office and living quarters for long /short-term personnel.
