Job Description:
NRECA is seeking candidates for four full-time senior management positions on a three-year project in northern Haiti. General Manager/Chief of Party - The General Manager/Chief of Party is a leadership position on a project that will provide reliable electric service in a service territory in northern Haiti.
Plant Manager/Operator - The Plant Manager/Operator is a senior management position on a project that will provide reliable electric service in a service territory in northern Haiti.
Financial Manager, Utility Operations - The Financial Manager/Utility Operations is a senior management position on a project that will provide reliable electric service in a service territory in northern Haiti.
Utility Customer Service and Training Manager - The Utility Customer Service and Training Manager is a senior management position on a project that will provide reliable electric service in a service territory in northern Haiti.
Job Qualifications:
General Manager/Chief of Party (GM/COP)
Skill set required:
• A degree in engineering or business is required.
• Minimum 15 years of experience in power generation, distribution, and relevant utility operations in developing countries with a proven record of successful operation;
• Minimum 5 years of experience in operation and maintenance of duel-fired (HFO and diesel) plants to provide modern reliable electric services to industrial customers;
• Relevant direct experience or management oversight in establishing and operating rural electric utilities and customer service operations, including training local staff in utility operations;
• Experience in working with government agencies, private industrial, residential, and commercial customers to plan, establish, and expand modern electric services;
• Successful record of training senior and junior local staff to conduct necessary operations independently.
• Good working-level skills in French and English are required, and good working-level knowledge of Haitian Creole is advantageous;
• Prior Haiti experience is advantageous.
Plant Manager/Operator
Skill set required:
• A degree in engineering or a related technical discipline is required;
• Minimum of 7-10 year direct proven experience in operation and maintenance of dual-fuel (HFO, diesel) plants, switchgear and controls, MV/LV distribution in Haiti or in comparable environment;
• Experience with ordering, organizing, and maintaining inventory of fuels, supplies, consumables, and spares for HFO/diesel duel firing generating plants;
• Direct experience dealing with equipment suppliers and installers to resolve issues of operations and maintenance within and out-of-warranty periods, including training of local technicians;
• Successful record of training senior and junior local staff to conduct necessary operations independently;
• Good working-level skills in French and English are required, and good working-level knowledge of Haitian Creole is advantageous;
• Prior Haiti experience is advantageous.
Financial Manager, Utility Operations
Skill set required:
• A degree in accounting systems required;
• Minimum of 10 years proven experience in utility financial operations in developing countries;
• Relevant, hands-on, proven experience in developing procedures, processes, and systems to effect streamlined financial operations of a new utility;
• Experience in developing and managing budgets and financial reporting systems ;
• Successful record of training senior and junior local staff to conduct necessary operations independently;
• Good working-level skills in French and English are required, and good working-level knowledge of Haitian Creole is advantageous;
• Prior Haiti experience is advantageous.
Utility Customer Service and Training Manager
Skill set required:
• A degree in business or other related discipline required;
• Minimum 10 years of experience in electric utility customer service design and operations, with a track record of successful performance in establishing modern customer service systems;
• Proven experience in development, management, and implementation of training and customer communication programs, for utility staff and customers;
• Successful record of training senior and junior staff to conduct necessary operations independently;
• Working-level skills in French and English are required, and good working-level knowledge of Haitian Creole is advantageous;
• Prior Haiti experience is advantageous.
